Is FLASH a software or an IDE?

Avis Brantner: An IDE (Integrated Development Environment) consists of a high-level language editor, compiler, debugger and project manager all designed to work together and be accessible at the same time. It is really a historical concept, relating to the distant past when all these were separate bits of software that developers had to juggle as they worked.I don't think Flash really comes into this category, as it was designed from the start as a single piece of software incorporating everything you need to create animations.
