The government would design the system and specify the rules, and it could require people to take up the universal system if it wanted, or it might choose not to.In most countries that have universal healthcare, however, there is no obligation to enroll in the system if you don't want to, and no penalties for choosing not to enroll. Let's put it this way, you would not be forced to take it, but you would be forced to pay for it period.@Bob- I disagree with you that we desperatel! y need universal Healthcare. Universal Healthcare works in countries where the vast majority pay into the system and less than 2% of the population does not pay into the system, (This also includes countries that only deal with 1% of our illegal immigration problem). But, those systems have one big point of failure, as it is a Single-payer system it is a Single-payer point of failure and is by no means recession proof, actually it is very recession susceptible (among its other draw backs). I used to live in the UK and before anyone uses the UK as the prime example as to how Universal Health care works, first educate yourselves on how the UK is contemplating an adjustment of their healthcare system to be a little more similar to ours as what no one here who praises Universal Healthcare is willing to admit that the US healthcare industry has pulled through the recession with very little noticeable cuts, vice the UKâs HMS has to constantly be bailed out by the Government and! can no longer balance the budget....Show more
Ivan Vela! zquez: Universal care is a system to enable everyone to be insured or covered by a some type of health care program. The Obama plan is not universal care because it does not apply to every person, just those who have a hard time getting insurance although the 2014 provision mandates everyone have some type of insurance so it is not optional, unless they have an exemption for hardship or religion, are covered by government subsidy, or in the military or have employer insurance or self-insured alrready....Show more
